Who We Are
iTesting Service, LLC is founded by Dr. Zhongmin Cui, an
expert and leader in the field of educational and psychological measurement. With decades of experience in the industry, we strive to help customers to build innovative, intelligent, and individualized solutions
for their testing programs.
Trained in both engineering and psychometrics, Dr. Cui was a director of Psychometric Research at ACT, providing psychometric
oversight for large-scale assessment programs (for example, PreACT and ACT). He is passionate about standardization and automation and has initiated and implemented improvements of numerous operational processes.
Dr. Cui also has extensive experience in psychometric research
for almost two decades. With a wide range of research interests, he has been
conducting research on such topics as test security, linking and equating,
classical testing theory (CTT), item response theory (IRT), computerized
adaptive testing (CAT), and artificial intelligence / machine learning (AI/ML).
Dr. Cui has authored or co-authored over 60 publications, presentations, and
computer programs. He is resourceful and innovative; and he enjoys the process
of finding solutions. His innovative solutions have led to four pending U.S.
patents.
In addition, Dr. Cui has been actively serving
on committees of professional organizations and editorial boards of journals.
His roles include annual program chair, committee member, associate editor,
visual editor, and editorial board member. His most recent appointment is the
incoming editor-in-chief of Educational Measurement: Issues and Practice – one of the flagship journals of National
Council on Measurement in Education (NCME).
